JCR-Link investigate registration status of chemical substances on CSCL/ISHL inventories.

 

	Fee:	15,000 JPY (including 5% tax) per one chemical substance
		ISHL inventory status will be also investigated with additional fee of 6,000 JPY (ditto).

Investigation Service:

The cost-benefit performance must be perfect. There are some tips to search chemical substances under these inventories and it makes difficult for you to check them, and we can check ISHL inventory in Japanese language. You can save much of your time!

 

In addition, the new volume report obligation under the Chemical Substance Control Law has begun since April 2011. The volume information is required to be submitted by the CAS number when it is available. Hence it is our recommendation to check your CAS number again.

 

For your information, METI/NITE published the result of CAS number collation/assignment project and reflected it on their database (CHRIP: see below) on December 1, 2010.

Information on CSCL and ISHL inventories

 

The Chemical Substance Control Law (CSCL) and the Industrial Safety Health Law (ISHL) each have an inventory, which consists of a static part and a dynamic part. A chemical substance that is not on these inventories may subject to new chemical notification, and will be added to the dynamic part after notification. Confidentiality is not available.

 

The inventories are generally called CSCL list and ISHL list.

Under the Chemical Substance Control Law, the following four designations refer to the same inventory: CSCL List, METI List, ENCS list and MITI inventory. This is due, in part, to common usage or to the reorganization of government agencies in the past.

 

For searching for chemical substances on each inventory, we have free web services are available.

 

For CSCL inventory, National Institute of Technology and Evaluation (NITE) provides a web based searching system named Chemical Risk Information Platform (CHRIP). English service is available. http://www.safe.nite.go.jp/english/db.html

 

During 2009, government promoted CAS number assignment for chemical substances in this inventory. We can search more substances by CAS number under this system now.

 

For ISHL inventory, Japan Advanced Information Center of Safety and Health provides a Japanese language based website. No English service is available. http://www.jaish.gr.jp/anzen_pg/KAG_FND.aspx

 

Listing on the inventories

 

Under CSCL, if a notified chemical substance is classified as a safe chemical substance, the name will be gazetted 5 years after the notification. If a chemical substance is classified as Monitoring Chemical Substance, it will be gazetted about one year later.

 

Under ISHL, in case of a safe chemical substance, the name of the chemical substance will be published within one year. If a chemical substance is classified as a high mutagen, publication will be made irregularly.

 

In the publication, exact chemical substance name will be disclosed, but until gazetting, name and inventory number will not be available to the general public. Hence, during that period, notifiers can exclusively manufacture or import subject chemical substances.

 

Remittance of the fees

 

An invoice will be issued when JCR-Link completes an investigation. The fee is described in foreign currencies (e.g. USD, EURO) in the invoice. Conversion of JPY into foreign currencies will be done on the date when the invoice is issued. TTB rate which is published by MIZUHO BANK (main bank of JCR-Link) in every morning will be used for the conversion. The invoice also includes the information for the remittance. e.g. bank account.
