Type of notification
Notification for low molecular weight chemical substances and polymers can be done in different ways under the both Chemical Substance Control Law (CSCL) and Industrial Safety and Health Law (ISHL). For low molecular weight chemical substances, both laws set standard test requirements. Under CSCL, a polymer can be notified with results of stability test, called the Polymer Flow Scheme Test. Under ISHL, the polymer may exempt from notification if it meets ISHL polymer criteria.
The review period under CSCL is 3 months for domestic notifiers and 4 months (at most) for overseas notifiers. Under ISHL, review is conducted after acceptance of an application. Usually notifiers can manufacture or import subject chemical substance upon the officer’s acceptance of the application. Notification is free.
