MHLW, METI and MOE announced that they directed manufacturers and importers of 1,2,5,6,9,10 - Hexabromocyclododecan (HBCD)(Class I Monitoring Chemical Substance) to investigate and report the impact of this substance on the avian propagation. They also required business entities that have been manufactured and/or imported the same substance in the past three years and that have not been directed this investigation until Oct. 8, 2010 to contact the authorities by Oct. 15, 2010. This direction is based on Article 5-4, Paragraph 1 of this law.

Government decided to go into new studies for adding more substances to the "List of substances recognized as having low risk" (related to Article 8 of the law) after obtaining public opinions, and now plans to post a new list at around next January for asking public comments again. The final list will be available by the end of March 2011. These substances will be exempt from the reporting obligation of manufactured/imported volume. About the English list of ISHL inventory :

JCR-Link may be able to provide you with English list of chemical substances in the ISHL inventory. If you are interested in the list, please contact me [email protected] (please write down desired price for the list in case you want to purchase it)

 

The list will include 10,000 to 20,000 chemical substances that have been notified since the introduction of new chemical notification system under the Industrial Safety and Health Law (except about 3000 chemicals). Updated information will be available in the future for newly notified chemical substances (about 1000 per year). In a combination of using CSCL inventory, you may be able to check all chemical substances on the ISHL inventory. It includes IUPAC name and ISHL inventory number; however CAS number is not available now. Remaining 3,000 chemical substance name may be translated depending on the future development.
